Louisiana HB411, known as "The Pelican Promise: Zero in Ten Income Tax Freedom Act," phases out the state income tax for individuals over a ten-year period. Starting January 1, 2028, the tax rate will gradually decrease from 3% to 0% by January 1, 2039. The act specifies the tax rate for each year from 2028 to 2038, with the tax ultimately being repealed by 2039. This legislation applies to all taxable periods beginning on or after January 1, 2027.
