Louisiana HB4 calls for a constitutional convention to convene on December 29, 2026, to frame a new state constitution. The convention will consist of 93 delegates: 83 elected delegates and 10 appointed by the governor. The convention must complete its work by October 29, 2027, and submit the proposed constitution to the governor. The governor will then call a special election to be held on November 20, 2027, where the proposed constitution will be submitted to the voters for adoption or rejection. If adopted, the new constitution will become effective on December 31, 2027.
