Louisiana HB309 amends existing law to prohibit pedestrians from looking at a cellphone while crossing a crosswalk. The law retains current rights and obligations of pedestrians in crosswalks but adds a restriction on using a cell phone in a manner that requires visual attention. Exceptions are made for reporting emergencies, serious injuries, crimes, or using a GPS for navigation. Violators face a misdemeanor penalty and a $25 fine.
