Louisiana HB28 amends the teacher certification appeals process by authorizing the state superintendent of education to override the Teacher Certification Appeals Council's denial of an appeal if the denial was based on circumstances beyond the appellant's control. The superintendent cannot override a denial if the certification would conflict with state or federal law. The bill applies both prospectively and retroactively to denials issued between January 1, 2025, and the effective date of the law.
