HB135 amends Louisiana's exemption laws to increase the equity value exempt from seizure for one motor vehicle per household to $15,000, and allows a second vehicle exemption of up to $15,000 if the debtor is married or has a licensed driver in the household. It also exempts health savings accounts from seizure, provided their total value does not exceed the annual deduction limits for family coverage as set by the Internal Revenue Service.
