Louisiana HB1191 creates a voluntary certificate of compliance process for oilfield and exploration and production sites. Surface owners and operators can jointly seek a certificate of compliance from the Department of Conservation and Energy and the Department of Environmental Quality. The process includes a one-year review period, during which the requesting parties can submit data and documentation. The departments will conduct an evaluation of the site and issue either a certificate of compliance or a report of noncompliance.
