HB1185 enacts the "Preservation Act For Other Rural Hospitals," defining "other rural hospitals" as those with no more than 60 beds, located outside metropolitan areas, with an operational emergency room, and in municipalities with populations under 23,000. The Louisiana Department of Health (LDH) is directed to adopt rules to implement a new payment methodology for these hospitals, utilizing prospective rates approximating costs for inpatient services and ensuring outpatient services are reimbursed at 110% of reasonable costs.
