Louisiana HB1104 prohibits the manufacture, sale, offer to sell, transfer, or possession of motor vehicle key programming or emulating devices and relay attack devices. Exceptions are made for law enforcement officers, employees of the National Insurance Crime Bureau, and employees of licensed dealers, distributors, or manufacturers of motor vehicles or motor vehicle locks, as well as motor vehicle mechanic shops, locksmith companies, and repossession agencies. The law requires authorized persons to report lost or stolen devices within 48 hours.
