The bill creates residential infrastructure development districts to streamline housing development. Local governments can establish these districts, which require a minimum of five acres and up to 1,000 acres. Developers can petition for district creation, and local governments can approve or deny these petitions. Districts can be jointly established by two or more local governments. Local governments can issue bonds or notes to cover infrastructure costs and collect special assessments from property owners within the district.
