Establishes procedures for issuing identity documents and sets fees for licenses and identification cards.

Allows local officials to issue renewal and duplicate operator's licenses and personal identification cards. Requires a donation for organ donor programs for license applicants. Establishes fees for licenses and identification cards, including a $25 convenience fee for renewals and duplicates. Sets requirements for automated driving systems and visual examinations for license holders. Repeals a section on reconciling four-year and eight-year renewal periods. Effective July 1, 2027.
