Kentucky SB306 seeks to address subsurface migration of stored carbon dioxide by initiating discussions with neighboring states.

Kentucky SB306 amends KRS 353.812 to require the secretary of the cabinet to initiate discussions with surrounding states about subsurface migration of stored carbon dioxide. The bill allows for reciprocal agreements to affirm that accidental migration is not treated as trespass, establish compensation mechanisms, and create cross-state reservoirs where geologically advantageous. The cabinet must report annually on progress until all necessary agreements are reached.
