Amends Kentucky Revised Statutes to specify requirements for natural gas transportation. Gas must meet quality and specifications, be delivered at a technically capable point, and be transported under a written contract. It cannot be transported if it would affect regular service, and may be curtailed or interrupted for high-priority customers or emergencies.
