Kentucky SB29 creates an exemption for solid waste management facilities from any assessment, fee, permitting requirement, or other authorization imposed by the county or waste management district where the solid waste was generated. This applies to facilities collecting, storing, transporting, transferring, processing, treating, or disposing of solid waste generated outside the county or district. The bill declares an emergency, allowing for immediate implementation.
