Kentucky SB254 creates programs to facilitate property rehabilitation by waiving fines, fees, and interest for property donations to qualifying donees. Qualifying donees include local governments, land bank authorities, nonprofit community land trusts, and certain nonprofit organizations. The bill also allows local governments to establish programs for granting property assessment or reassessment moratoriums for residential buildings repaired, restored, rehabilitated, or stabilized as part of a land bank program.
