The bill creates the External Detainee Fatality Review Panel to review all fatalities of individuals in the custody of law enforcement agencies, county jails, regional detention centers, or facilities operated by the Department of Corrections or the Department of Juvenile Justice. The panel will not review deaths that occurred in a private facility or those of individuals deemed absent without leave, escapees, or on long-term transfer to another jurisdiction.
