Kentucky SB13 revises the composition and appointment process for planning commissions. It allows the Governor to appoint a member to the commission of the capital city. County judges/executives can appoint members where extraterritorial jurisdiction is exercised. Military installations can have a nonvoting representative on commissions in areas adjacent to them.
