Kentucky HJR50 directs the Auditor of Public Accounts to conduct a comprehensive study on the statutes, regulations, and policies affecting licensed and certified child care services. The study will analyze local regulatory barriers and recommend best practices for local governments. It will also compare Kentucky's child care regulations with those of peer states and federal laws. The Auditor will submit a final report to the Legislative Research Commission by December 1, 2027. The study will exclude analysis of child-to-teacher ratios and maximum group sizes.
