Kentucky HJR106 instructs the Council on Postsecondary Education to approve a Doctor of Philosophy in Aquaculture and Aquatic Science program at Kentucky State University. The program will not require additional general fund appropriations for capital or operating expenses beyond the regular appropriations. Kentucky State University, the Commonwealth's only public historically black college and university (HBCU) and a federally designated 1890 land-grant institution, has demonstrated an ability to offer this program without additional funding.
