Kentucky HB861 proposes an amendment to Section 145 of the Constitution of Kentucky to automatically restore the voting rights and civil rights of persons convicted of certain Class C or Class D felonies not involving treason, bribery in an election, election fraud, a violent felony offense, a felony sexual offense, or a criminal offense against a child. These rights would be restored upon completion of any sentence including imprisonment, probation, and parole, unless previously restored by executive pardon.
