Modifies penalties and procedures for driving under the influence of alcohol or controlled substances. Revises the list of substances applicable to a prosecution under subsection (1)(d) of this section. Amends KRS 189A.010 to include new provisions for ignition interlock licenses and license suspensions. Amends KRS 189A.040 to include new provisions for alcohol or substance abuse education or treatment programs. Amends KRS 189A.070 to include new provisions for license suspensions and fees. Amends KRS 189A.200 to include new provisions for license suspensions and judicial review.
