Kentucky HB791 requires public school districts to install, maintain, and monitor surveillance systems in every self-contained special education classroom. These systems must record all classroom areas except bathrooms or areas where students change clothes. Within five days of a student's assignment to such a classroom, parents must be notified of the surveillance system, provided with an informational guide, and given instructions on how to access the recordings. Recordings must be retained for at least one month unless a parent requests to review them or an injury is involved.
