The bill creates the Promise Program to assist individuals in becoming certified Kentucky teachers and providing teaching service in Kentucky schools. Eligible students must be U.S. citizens or permanent residents, Kentucky residents, enrolled in an eligible program of study, and meet certain academic criteria. Promise awards are provided as scholarships, with recipients required to render qualified teaching service. If recipients fail to complete their program or teaching service, they must repay the scholarship. The maximum interest rate on repayments is eight percent per annum.
