The bill establishes the Office of Public Defense within the Department of Kentucky State Police to acquire and transfer machine guns to qualified persons. The Office of Public Defense will be headed by a director who is also the commissioner of the Department of Kentucky State Police. The office will acquire and transfer machine guns to qualified persons, prioritize purchases from manufacturers and dealers in Kentucky, and establish warehouses and distribution stations using existing Department of Kentucky State Police personnel and infrastructure.
