Kentucky HB71 creates a new section in the Kentucky Revised Statutes to regulate the prefiling of bills and resolutions. Members of the General Assembly and members-elect can prefile bills and resolutions with the director of the Legislative Research Commission. These prefiled bills and resolutions are considered introduced on the day of their delivery. If a sponsor ceases to be a member before the next regular session, the prefiling is void. The director must assign numbers, publish the prefiled items on the Commission's website, and deliver them to the appropriate clerk.
