Kentucky HB691 creates procedures for the medical treatment of high acuity youth. It mandates that any child charged with a public offense or subject to a court order undergo a behavioral assessment by a clinical professional to determine if they qualify as a high acuity youth. If a child qualifies, a clinical professional must contact designated representatives from the Department for Behavioral Health, Developmental and Intellectual Disabilities, and the Department of Juvenile Justice.
