Establishes the Burnside Island Development Authority to develop and manage General Burnside Island State Park.

The bill creates the Burnside Island Development Authority (BIDA) as an independent municipal corporation to oversee the development, financing, operation, and maintenance of lodging, restaurant, and recreational facilities on General Burnside Island State Park. BIDA is authorized to enter into public-private partnerships, acquire and dispose of property, issue bonds, and collect fees for park access and services.
