Kentucky HB674 modifies the process for branch budget recommendations by prohibiting the labeling of expenses as "necessary government expenses" and requiring dollar amounts for all items unless the entire proceeds of a particular fund or account are assigned to specific budget units. If all proceeds are assigned, an estimate of the receipts for each budget unit for each year of the fiscal biennium, along with the previous two fiscal bienniums' receipts, must be provided.
