Establishes a tuition scholarship program for Kentucky National Guard members and their spouses.

The Kentucky National Guard Tuition Scholarship Program provides benefits to members and their spouses to attend in-state educational institutions. The program allows members to receive up to 130 credit hours of tuition coverage, which can be transferred between the member and their spouse. The scholarship amount is up to the in-state tuition rate and fees of public universities or community colleges. The program is funded by the General Assembly and managed by the Kentucky Higher Education Assistance Authority.
