Amends legislative ethics rules to ensure due process and transparency in commission proceedings.

Amends the Kentucky Rules of Civil Procedure and the Kentucky Rules of Evidence to apply to all commission adjudicatory hearings. Ensures all testimony is under oath and parties have rights to call and examine witnesses. Witnesses must be given a copy of the regulations and can be represented by counsel. The commission can issue orders, impose fines, and refer violations to appropriate attorneys for prosecution. Findings and determinations by the commission are not admissible in court, and violators can appeal to the Franklin Circuit Court.
