The bill creates a budget reserve trust fund in the general fund to maintain the continuity of the Supplemental Nutrition Assistance Program (SNAP) during federal funding lapses. The fund is to be funded through direct appropriations and surplus amounts. The Secretary of the Finance and Administration Cabinet must deposit funds into the account each fiscal year, unless the account balance is already at least five percent of the previous fiscal year's general fund receipts.
