SHORT_SUMMAR: Protects the right to access and provide assisted reproductive technology.

Prohibits the state and its political subdivisions from unreasonably limiting access to assisted reproductive technology and from interfering with health care providers who perform such treatments. Defines "assisted reproductive technology" and "health care provider" and clarifies that fertilized human eggs or embryos outside the uterus are not considered unborn children or natural persons under state law. This protection does not affect the enforcement of health and safety regulations for health care facilities or providers.
