Kentucky HB465 regulates animal testing facilities, requiring transparency and animal welfare measures.
Kentucky HB465 mandates that animal testing facilities using state funds must post annual reports detailing their animal research activities. These reports must include the number of animals used, the purpose of each research project, and efforts to reduce animal use. The bill also requires facilities to offer retired dogs and cats for adoption and to keep such offers open for at least 30 days. Facilities must be immune from civil liability for good-faith adoption transfers.
