HB461

Kentucky HB461 regulates human sexuality instruction in public schools, emphasizing abstinence and parental consent.

Kentucky HB461 mandates that public schools provide human sexuality instruction that emphasizes abstinence and parental rights. Schools must notify parents about the curriculum at least two weeks before instruction begins, allowing them to opt their children out. The curriculum must include abstinence as the desirable goal, the risks of sexual activity, and the importance of faithful monogamous relationships. It prohibits instruction on gender identity, gender expression, or sexual orientation. Schools must also offer an alternative course without penalty and allow parents to review materials.
