Kentucky HB447 establishes that health benefit plans must provide coverage for emergency ground ambulance services, including those from out-of-network providers. It mandates that insurers make reimbursements to out-of-network providers within 30 days of receiving a claim. The minimum reimbursement for such services is set at either 400% of the Medicare reimbursement rate or the local emergency ground ambulance service rate, whichever is lower.
