Kentucky HB378 requires retail electric suppliers to provide at least thirty days' written notice to customers before replacing existing analog electric meters with smart meters. Customers who own the premises can opt out of having a smart meter installed within the same thirty-day period. The opt-out right does not apply if the existing meter is not accurately recording electricity usage or is malfunctioning. Customers are not charged for the installation of smart meters or for opting out of their installation.
