Kentucky HB377 creates new protections for residential utility customers by prohibiting disconnections during extreme weather conditions, requiring notice before disconnection, and allowing reconnection under certain circumstances. Utilities cannot disconnect service when temperatures are forecast to be 32 degrees Fahrenheit or lower or 95 degrees Fahrenheit or higher, or for 30 days following a certificate of need. Disconnections for nonpayment must occur between 8 a.m. and 5 p.m. Monday through Thursday, excluding holidays, unless public health and safety are at risk.
