Establishes tuition limits and accountability measures for public postsecondary education institutions.

Sets tuition and mandatory student fee limits for incoming Kentucky resident and non-Kentucky resident students. Requires the Council on Postsecondary Education to develop and implement a strategic agenda for public postsecondary education institutions, including orientation programs for new council and governing board members. Establishes procedures for approving capital construction projects and teacher education programs. Requires the council to monitor compliance with state and federal legislation and to ensure coordination among institutions. The act takes effect July 1, 2029.
