Kentucky HB312 creates a provisional license for carrying concealed firearms or deadly weapons for individuals aged 18 to 21, who meet the criteria in KRS 237.110. The provisional license is valid until the holder turns 21 and allows carrying concealed firearms or deadly weapons on or about their person. The Department of Kentucky State Police will issue these licenses and notify holders before expiration. Provisional license holders can apply for a standard license without retaking firearms training. Expired provisional licenses are void and must be surrendered to the sheriff.
