Kentucky HB18 amends firearm ownership laws to require reporting of lost or stolen firearms and ammunition, and establishes liability for damages.

Kentucky HB18 mandates that owners or lawful possessors of firearms and ammunition report any loss or theft to law enforcement within 24 hours. It also establishes that owners or lawful possessors of lost or stolen firearms are liable for damages caused by the criminal use of those firearms. This liability extends to those who knowingly furnish firearms to minors, who are also held liable for damages resulting from the minor's negligence or willful misconduct. The bill does not limit civil liability for damages under other laws.
