Kentucky HB17 authorizes one-time payments to school district employees. Certified employees, excluding superintendents, receive $2,000 per fiscal year, while classified employees receive $1,000 per fiscal year. These payments are in addition to any normal rank and step increases. The bill appropriates $153,000,000 in each fiscal year from the Budget Reserve Trust Fund to cover these payments. The bill declares an emergency to ensure these payments take effect before the 2026-2028 fiscal biennium.
