Proposing to amend the Kansas Constitution to prohibit property taxes by the state or any political subdivision after December 31, 2027.

This bill proposes to amend the Kansas Constitution to prohibit the levy of any property taxes by the state or any political or taxing subdivision of the state after December 31, 2027. The amendment would allow for phased elimination of property or ad valorem taxes for taxable years 2026 and 2027. The proposed amendment would be submitted to the electors of the state at the general election in November 2026 or a special election if called by the legislature.
