Prohibits access to state critical infrastructure by countries of concern and acquisition of critical software and technology from such countries.

Enacts the Kansas critical infrastructure protection act to safeguard state critical infrastructure from countries of concern. Prohibits access to state critical infrastructure by countries of concern and acquisition of critical software and technology from such countries. Requires companies to submit applications for certification to access state critical infrastructure. Prohibits governmental agencies and critical infrastructure owners and operators from entering into contracts with companies from countries of concern for certain technologies.
