Kansas SB398 modifies the rules of evidence concerning expert witness testimony. It mandates that a proponent must demonstrate it is more likely than not that the expert's specialized knowledge will help the trier of fact understand the evidence or determine a fact in issue. This change applies to witnesses qualified by knowledge, skill, experience, training, or education. The bill amends K.S.A. 60-456 and repeals the existing section, effective upon publication in the statute book.
