Exempts certain electric public utilities from state corporation commission jurisdiction.

This bill exempts any electric public utility that is a not-for-profit wholly owned subsidiary of an electric cooperative public utility from the jurisdiction of the state corporation commission. The commission retains authority over rates, joint rates, tolls, charges, and exactions, classifications, and schedules of rates. Customers can petition the commission to investigate rates. The commission must investigate if petitioned by at least 5% of customers or 3% from any rate class. The bill takes effect upon publication in the Kansas Register.
