Revokes authority of local health officers to prohibit public gatherings for infectious disease control.

Removes the authority of county or joint boards of health or local health officers to prohibit public gatherings when necessary for the control of infectious or contagious diseases. Establishes the "Constitutional Right to Health Freedom Act," which also revokes the authority of the secretary of health and environment to order individuals to isolate or quarantine. Imposes penalties for violations of these provisions and creates a civil cause of action against employers for discharging employees for following isolation or quarantine recommendations or due to vaccination status.
