Establishes requirements for decommissioning commercial solar and wind energy facilities in Kansas.
The bill mandates that before constructing any commercial solar or wind energy facility in Kansas, the facility owner must enter into a decommissioning agreement with the county. This agreement must outline a decommissioning plan prepared by an independent engineer. The facility owner must also provide financial assurance to cover decommissioning costs. If the owner fails to decommission the facility, the county can do so and assess the costs against affected landowners.
