Increases criminal penalties for certain privacy breaches involving children.

Increases the criminal penalty for certain violations of breach of privacy when the victim is a child. Classifies such violations as a severity level 8 person felony, except in certain circumstances. Increases the penalty for a second or subsequent conviction within the previous five years to a severity level 5 person felony. Increases the penalty to a severity level 4 person felony when the victim is under 14 years of age.
