Kansas SB198 prohibits abortion procedures except when necessary to save the life of the pregnant woman and provides a private cause of action for civil enforcement of violations. It defines "abortion" as the use or prescription of any substance or device to terminate a pregnancy. It allows exceptions for medical emergencies where the woman's life is endangered. The bill also outlines penalties for violations and specifies that no state agency can enforce the prohibition. Instead, enforcement is left to private citizens through civil actions.
