Kansas SB152 allows property owners who have not appealed to the board of tax appeals to file an appeal with the board of county commissioners for residential or commercial property valued under $1,000,000. The hearing is informal, and the board must render a decision within a specified period. If the taxpayer is dissatisfied with the board's decision, they may offer to sell the property to the county for 90% of the board's appraised value. The board must then either reduce the appraised value by at least 15% or agree to purchase the property.
