Authorizes the director of alcoholic beverage control to issue licenses to convicted felons if their conviction is over 10 years old and they have.

Amends the Kansas liquor control act to allow the director of alcoholic beverage control to issue licenses to individuals convicted of a felony, provided the conviction occurred more than 10 years prior to the license application and the director determines the applicant has sufficiently rehabilitated.
